Using the secure ‘Provider area’ of the Website
Important
- New passwords were issued to providers for October 2005 to
improve security of the provider area of the website. Your username
remains the same.
- Your username and password are unique to your organisation
- If you received the letter with your username and password but you
will not be inputting returns, you MUST ensure you pass the letter on
to the appropriate person. Late submission of returns may result
in the service of a default notice under terms 16.1, 16.2 and 23.1 of
the Interim Supporting People contract
- Usernames and passwords are case sensitive
Please note that from April 2007 we will ONLY accept PI's via our website
You will still need to send a copy of the workbook to
supporting.people@manchester.gov.uk
(with your Service ID in the message line) for audit purposes but only web
based returns will contribute towards your PI submission record.
It is important that returns are accurate and made on time
as PI's:
- are monitored as part of your contract compliance and
non-submission will result in a contract default notice being issued
- are now part of the review methodology and contribute towards
the outcome of your service review
- are submitted by SP teams to CLG on a quarterly basis and are
also subject to examination by the Audit Commission

Submitting your Performance Indicators
Home Improvement Agencies (HIAs)
Home Improvement Agencies are now required to submit PIs but cannot use the
website to make their return. Completed workbooks for HIAs should be emailed
to supporting.people@manchester.gov.uk
with "HIA" and your Service ID in the message line. Guidance and a workbook
for this type of service can be downloaded from the
provider information page.
Community Alarm and Cat 1 Sheltered Services
Please note that Community Alarm services and Cat 1 Sheltered schemes are
not currently required to submit PI returns.

All other services:
- Your Performance Indicators (PIs) are a contractual requirement
and failure to submit on a quarterly basis will be viewed as persistent
default. This could lead to early review and/or possible termination
of contract under terms 23.5.1 and 23.6.2 of the existing interim Supporting
People contract.
- You will have one month after the final day of each quarter
to submit your return, the return is then LOCKED for monitoring
purposes.
- From the Welcome page, select ‘Providers Only Area’ option in the list
of contents
- Enter your user name and password (these are case specific) and click
on 'log on'
- Select Performance Indicators
- If you need to download the workbook or guidance, select the appropriate
option, otherwise go straight to 'Submit a Return'
- Click on the name of the service for which you wish to submit the return
- The service details and properties will be displayed. Scroll through
and check the CONTACT details are correct
- If these details are correct, click on the 'These details
are CORRECT' button
- If your contact details are incorrect type the corrections
in the box then select the 'These details are NOT correct' button. An
email is automatically generated and sent to the Supporting People team
- You will only be able to alter CONTACT details in this way not CONTRACTUAL
details. For contractual issues, contact the SP Contract Officer at:
SP Contract Unit, PO Box 536, Room 5043, Level 6, Town Hall Extension, Manchester,
M60 2AF.
- The summary pages will ask you to input your name and you will need to
select which quarter the return is for
- You will then simply complete the sheet on the web by inputting data into
the boxes corresponding to the sheet called 'SPLS PI data' in the SPPI (2004)
workbook
- If a question is not relevant to your service, please enter a zero.
Do not leave any boxes empty
- If you wish to start the sheet again, click 'Reset' and this will clear
the form for you to start again
- Once you have inputted and submitted your data your return is
displayed for you to print. Please keep a copy of this for your
records.
- If we have received your return you will see the message "Thank you for
completing your SPI return..." If you get any sort of error message it will
not have been received. The system will not allow you to send another
return in the same quarter.
- You then have the option at the bottom of the page to log off the site
or ‘return to your list of services’ to input another return, until you have
submitted returns for all of your eligible services.
Submitting a QAF return
NOTE: We do not require QAF returns for leasehold services and services registered
as care homes with the National Care Standards Commission.
Quality Assessment Framework Lite
The following services should use the QAF Lite instead
of the full QAF
- Delivered by small providers. That is, those employing no more than
one full-time equivalent member of support staff; and provided at low
weekly Supporting People rates (less than £5 per person per week) as
part of low value contracts (less than £5,000 per year).
- Community alarm services which are simply a telephone-based alarm
service and do not include the provision of visiting support staff as
part of the service.
- Sole Traders providing individual support who are not working for
a charity, housing association, limited company or other type of organisation
but are working for themselves, often in their own home and not employing
any housing related support staff. Examples of Sole Traders are supported
lodgings or resident adult carers.
The QAF Lite for Community Alarm services should not
be returned via the website.
