All services funded through Supporting People funds have
to be reviewed by April 2006. What this means in reality is that we will
be taking an in depth review of all services which involves working with
the provider, talking to stakeholders and consulting with service users.
Under guidance issued by the Office of the Deputy Prime Minister (ODPM)
we approach the review in four stages: Stage 1 Strategic Relevance
In this stage we look at where a service fits within Manchester’s
Supporting People strategy and also to check whether the service helps to
make Manchester a healthier and safer place to live in line with Manchester
City Council’s values. We also check to see if there is a demand for
the service and whether it is eligible for Supporting People funding.
We talk to other funders at this stage and to referral agencies to listen
to their views. Stage 2
At this stage the Review Team look at the quality, cost
and performance of each service. During this stage we actively involve service
users either during a validation visit ( where we assess the quality of
a service) or through special consultation meetings. To date the feedback
from service users has been very informative and revealing about their services. Stage 3
If we have any concerns about a service we will need to
investigate further. This may involve meeting with the service provider,
talking again to service users or stakeholders Stage 4
Finally a decision is made about whether to offer a new
contract to the provider. From October 03 we will be inviting providers
in to meetings before their reviews to explain our approach and answer any
questions. We expect providers to inform service users about the review
and to inform them that we will be consulting them during the review process

If you are a provider you should already be thinking about
where you fit strategically, you should look at the standards in the Quality
Assessment Framework and embrace the concept of continuous improvement so
you can show us how good you are.
