Care. Support. Independence.
Government Green Paper on the Reform of the Care and Support System
The care and support system needs to change - have your say
Earlier this year the Government published 'Care. Support. Independence.'
This document sets out the case for a new care and support system for
England. It outlines what is meant by care and support, who provides
these services (including the role of families) and how they are currently
funded.
The paper then goes on to explain why a new care and support service is
needed. Essentially there are two main reasons:
- we are living much longer than we used to and;
- our expectations have changed. People want more choice and
services that are flexible and personalised to their needs.
These two factors mean that the cost of care and support will increase
and the current system will not be able to meet the demands of the future.
The Government believe that changing the system is an opportunity to make
the system fairer, to make sure that people's demands are met and to help
people to plan for their future care and support needs.
It also identifies three key principles that the Government feel should
underpin a new care and support system. The new system must:
- give people independence, choice and control
- make sure that everyone can get the care and support they need but
that funding is targeted at those most in need and;
- be affordable for the Government, individuals and families in the long
term.
The Government believes that everybody should be able to have their say
about how a new system should work as every adult in England will be
affected by these changes.
